Handicap start signals (board sequence)
1408 Hooter, 21-minute board raised. Then at each minute from 1409 to 1429 the current board is dropped and the next lower board raised (21 dropped/20 raised at 1409, 20 dropped/19 raised at 1410, and so on down to 1 minute dropped/0-minute board raised at 1429). 1430 Scratch board dropped. A boat on the 20-minute limit starts at 1410, when the 20-minute board drops.
